Absolutely not, kids need structure and guidance which good parenting provides...she is far to young to acquire that manner of branding.

If I was a parent, I would never allow it. Until you're 18 and legally an adult, you are at the will of your parents and hopefully your parents are smart enough to realize this. You're stuck with a tatoo forever once you get it. Making a choice like that at 13 is ridicules and immature no matter how cool it may seem at the time.

My parents let me get one for my 16th birthday but that was after months and months of begging. They also had a few conditions. They had to approve of the tattoo I was getting and they had to approve of where I got it. They also made me sign a piece of paper saying that I would not even ask for another tattoo until I was 18 years old. I know the contract was not legally binding because I was a minor but that wasn't the point of it. I say wait a few years and if she or he is responsible enough and is a good student and a good kid then let them.

There is no way I would let my 13 year old get a tattoo he or she can wait until they are of legal age to decide to do something that is not erasable . They have to be willing to accept that responsibility whenever they are older.

Yes, I would! What's the big deal?

However the law (at least in the USA) says different: Children must be 16 to get ink, even with parental permission.

Absolutely NOT - what she wants as a 13 year old will change completely as she grows up and matures.

Children should not be inked!

No way. 13 is way too young to be making a decision that will stick with them for the rest of their lives.

No, their body is still growing and it may stretch as they grow and look very different to what it originally was. Leave it till their older and done growing.
