I know a simple trick. If you have Outlook just pretend you are sending the photo to someone. Insert it into the body of your email...go to "insert"..."picture".
When it appears in the email just right click on it and you will get the little boxes in the corners. Just use your arrow to make it bigger or smaller. Then when you have it the right size highlight it again and "save as"...in your "My Pictures" or wherever you want to save it.

depends on the application you are in but generally if you right click on the picture a "format" option will appear. Click the "size" tab. It's self explanatory after that.

You usually have to use a photo editor like photoshop or maybe if you have a printer or camera an application photo editor came with it.If you don't have one,try freedownloads.com & get a freeware one.
