My ac dosen't work and he will not fix it. He told me to look for a window unit and let him know. I did and did let him know. It has been two and a half weeks and I have heard nothing. I also wrote him a 2 or 3 page letter about all the things wrong and dry rotted and he hasnt mentioned anythig about them.

Sweetie? Go ahead and buy that ac unit and tell your landlord you have taken it off your rent. Provide him with a receipt and voila, you have what you need. I have been doing that to my owner of my condo for two years now. Anything that needs to be replaced, I take care of myself, and include a letter with the rent money minus the cost of the new air conditioner, garbage disposal, dishwasher, etc. It worked for me but actually, only you know your landlord well enough to know if he will have a hissy fit if you take this approach or what not. Know what I mean? I have lived in West Virginia and I know that life can be unbearable due to the humidity in the Summer months.

You have to have your rent money to pay, so go ahead and get it yourself. It will cost you nothing and there isn't much he can do about it, because believe it or not, West Virginia is not considered prime real estate and most owners are just happy to be able to rent their property out to a steady, good tenant. Many states have a 30 day law. Provide the landlord with a letter of the issues to fix and wait 30 days for the repairs to begin. At that time the tenant can either call the building inspector and bring up any questionable UN-livable conditions or have the problems repaired and send the landlord the bill. Either one of them would force the landlord to pay. Call an attorney with this question to see if this law applies in WV. Many attorneys will answer a few questions for nothing. Good Luck.

You might want to contact your attorney about your problems. Also, I would immediately take pictures as evidence. I had a landlord that said I tore up his house-the plumbing was making a water leak into the sheetrock. Sorry, I had to take a shower. So I have been there and wish you luck.

Do a google search for lanlord responsibilities in your state. There should be several sites that are returned but I have to say that google has been one of the best for that so far.

Get a new landlord, this one's a dud. Or...withhold your rent until he gets these things attended to.

It is advisable to have a back-up plan in case he gets angry about you exercising your rights.
