in some cases it is, there are people who call the landlord for every little sound. but other times, it's needful.
like we used to have this neighbor above us that had this big dog he kept inside. every night I would go to bed, this big dog was right above me barking and jumping around. I asked them to put the dog in another room or something, and they didn't seem to care. we finally told the landlord, and it turned out they had snuck that dog in without paying for it.
when you can't get something resolved by politely asking someone to stop, the landlord can help enforce the rules.

Depends on what happened. Both you and your neighbors have tennant rights. And when one tennant is abusing those rights from other tennants, you have the right to contact the landlord.
For example, if they are holding a party at 3 in the morning and you need sleep, that infringes on your right for piece and quiet. You can contact you landlord. You don't have to give your name.
It's your apartment complex too.

Depends on what they are doing, I had to go to my office because my neighbors were banging around all night very loudly (not just like walking around) and I have to get up early to go to work, which they obviously dont have to do. Im talking like 2-3 AM, I gotta get up at 5 AM, come on. poeple need to have just a little more courtesy to those living around them.

Yeah it is but if someone breaks apartment rules - they deserve it. People pay good money to leave places and shouldn't have to put up with idiots breaking the rules.
