Lighting is simply the discharge of high potential of charge to a low potential. The catch is that the potential needs to be enough to break down the di-electric properties of air. If another cloud fits this description better than the earth, the lightning will jump to the other cloud and therefore never touch the ground.

Because it is an unharnessed energy and moves in a randem state. Same as why is one hurricane stronger than another even though they followed the same exact path only weeks apart.
