its on the right leg. When a bachelor catches it, he places it on the girl's(the one who caught the bouquet) left leg.

When she gets married I think a band can be worn on her right leg or her left (i have seen pics of both) for the best man to remove... but not a garter belt which is worn around the waist. You got confused.

Actually a garter BELT is worn around the waist, but a garter I think is worn on the right leg.
