Scooters vs the Rebel are 2 different rides. If you want to ride traditional motorcycles, start with the Rebel the move up. If you get a scooter, that's as far as you go.

I don't know much about the scooters but the Honda Rebel is a good choice for beginners. it is low ,easy to handle, and a fairly reliable bike to start with

Excellent rides. Since you are a novice, the Rebel would be better for you. It is one of the easiest bikes to learn on. Go used, you will probably outgrow it quickly.
