I am not fan of Hawking, but I personally believe that God had a choice of creating the Universe or not creating it, but he chose to since he is a loving God and He likes happiness.

No, not with what we know about Him now. He says that He wants to have His glory magnified and that HE is using us to do that for Him. Creation is one way He reveals Himself to us and His glory. This universe especially us who live in it and are a part of it is apart of His plan. If He had chosen a different plan the He would not have to have created the universe or He could have created a different one. Yet He knew that He would create us and have this magnification of His glory in His creation and the creatures in it.
