Try a heavy coat of polyurethane. I think that is was it is called.

Home Depot sells epoxy paint for cement, I have it and it is awesome/ Edit. Just go to Home Depot trust me they have what your looking for

You are likely thinking of an epoxy finish, it can be done professionally for best results but if your handy you can try it yourself. Here is a link.

it's a process done when the concrete is pured. before it dries completely, they run a machine over it to get it shiney.
