I have to say it's flattering to watch a man check me out. If a woman has any cleavage showing, she does that so you can look! Hello, all woman like a little attention from time to time. Don't let them tell you they don't. Now, I do have to say, I don't like staring, I think that is a little rude. But if I'm walking in front of a man, I know he's watching my butt, and I put a little extra swoosh in it for him. I think all woman do this! There is nothing wrong with knowing you are gorgeous! The only time when this presents a problem is when my husband is there, he thinks I'm flirting, but he just doesn't understand how that flattery works. However, he has a very nice body too, he's a marine, and I know he likes for women to watch him, which they do!
Anyhow, my answer to your questions is in fact a big fat yes!
The only stipulation, is that it must be done with tact!

It is very hard to say with women since so much of the time we demand to wear what we want (no matter how revealing) and expect guys not to respond to a sexy outfit. I think this is very misleading as well as asking too much from men considering they are so easily distracted by the female body. If you want them to pay attention to your other attributes simply don't wear revealing clothes.I personal know that if and when I have my stuff on display then yeah I want the attention but if I don't then I down play my female attributes. And to, who wants a man so civilized he doesn't look when we want them to!? And admit it ladies we do want them to look from time to time!

Depends on what the woman is wearing and if she is showing them off. If she was smiling at you and noticed you looking, then she probably wanted you to look. Also, if she wore a reveling shirt to work, then assume she wants people to look. I am 36 D and trust me, people look if I want them to or not.

Staring is BAD. But a little glance can sometimes be a little flattering. I think most women who wear low-cut tops know that it's tough for people (men and women) to avert their eyes.

no, not stare.
if i'm showing them off (push up bra, plus low-cut top, plus long necklace), then a brief look, plus an appreciative smile INTO MY EYES is terrific. if i'm not obviously showing them off then don't look at all unless you can do it without my knowing.
never stare at anyone for any reason. it's annoying and very unattractive. you need to learn to look, and share a look, without staring.

She was smiling at you because it's her job is to be polite and kind to customers. She wasn't looking for some action. Remember this simple rule: the eyes are ABOVE THE NECK NOT BELOW. Women want to be looked at in the eyes!!!!!
