The type of pencils you are using will make a great deal of difference in the effects you are able to achieve. I used prismacolor pencils in college. These have a fat wax content, and blend well with each other. Additionally, you could use some basic watercolor set and underpaint an area to use pencils over. There are also blending products that help you to get the pencils to blend together. Prsimacolor also produced square crayons in the same colors as the pencils. These crayons are great for coloring in large areas smoothly, and then you can use pencils to feather in at the edges, or create texture.

Use a colored charcoal paper to do your work on. Black is dramatic. Use the white colored pencil as an underbase. Do your whole work in white, leaving lots of black paper. Then color over the white with colors. The underbase of white makes blending a breeze. Lighten up with your touch as you drift into the black areas. This will make a luminous drawing.

The best pencil sharpener for colored pencils (prismacolors) is an electric Panasonic. It doesn't break and chew up the pencils like most sharpeners do.

There are a variety of colored pencils. Watercolor pencils are a fairly new thing. You can color a picture with the pencils, and then take a wet paint brush to the areas you want blended. Basically, the best way to find your own technique is practice and experimentation. Eventually you will find the style that fits you.

You can use any kind of colored pencils and it will still look great. If you don't want to buy special stuff to blend like water or sand paper or what ever else you can just use a white colored pencil. It works just fine and you can clean the tip on a clean peice of paper.
