It's the normal way to serve people who have to stand in line to wait, either in a physical line or on the phone: "Your call will be answered in the order received." This is to be distinguished from a push/pop stack, like the ones in those spring-loaded plate holders in cafeterias. That is the last in, first out.

A first come first served basis is really self explaitory. It's like if you are first you will be served first reguradless of resavations of other situations
