be the proper way to congratulate them...giving them Kimchi or foie gras ?

Say "Congratulations!" to them. Kimchi in France is strange taste to Coréens and foie gras is not Korean taste neither.
This year 2006 is the 120th anniversary of the diplomatic relations entre la Corée et la France. Il était avant la Corée est divisé nord and sud en 1945.
Don't be upset that Koreans won against la France. We are the good friends.
