Why, when there are two items to a pair do we call a pair of underpants a pair when there is only one item, same goes for a pair of pants, pair of shorts etc?Shouldnt we just call them an underpant or short.

It's a pair of pants, so it it's a pair of underpants.
George Carlin makes a lot of observations like this such as;

It is a pair of underpants because you have a pair of legs that go into them!!!

Because they have two holes in them for your pair of legs, of course!

Besides, underpant just sounds stupid!
