The Japanese were practicing animation styles at roughly the same time as the rest of the world (turn of the 20th century). Anime films and manga series came into their own after World War II, when the Japanese saw the comics and Disney films brought by soldiers during the American occupation. Osamu Tezuka (Astro Boy, Metropolis) is one of the earlier manga artists and because of his prolificacy and influence has been dubbed "The Father of Manga".

its uncertain to say the least. during the meiji era people drew cartooned posters of the heros of the past era. i think one of the oldest animes could be the ones made by the DBZ maker or a comic called doramon. im not sure but its the oldest ive heard of
