I am trying to connect to my brother's computer via his IP address, but when I type his IP address in the address bar of Internet Explorer, it says it cannot find it. What's going on?

You can not connect to another computer via internet explorer, unless of course it is running a web server, but then you can only see the website. Depending on your operating system there are a few things you must make sure of before getting to his system. On his and your systems, make sure file sharing is turned on and configured. also to make it easier to browse, ensure both computers are in the same workgroup (Computer name properties under the system control panel icon). know where the data is that you want to get to and share that folder, or you can move the data you want to share to the "Shared Files" folder. once those steps are done you can go to your network places, browse the network, and double click on his computers icon. much luck to you, hope this helped.

Are you connecting from the same LAN? Or are you different locations?

If you're on the same LAN, typing his address in IE's address bar won't do anything unless he's runing a webserver. IE defualts to port 80 (www). Try the ping command instead.

If you at a different location, the question to ask is whether his IP address is public or private. Many ISPs give customers a private address and connect them to the Internet via a proxy. Trying to access the private address from outside the proxy won't work. If his address begins 10.*.*.* or 192.168.*.* it's private.

your brother is either behind a firewall or not running a web server. Internet explorer only connects through port 80 unless directed to do otherwise, which is the default http port

If you and your brother computer is connected into the same network, then you can connect to your brother computer by using his ip address.
Go to Start, then click Run and then type \\xxx.xxx.xx.x where x is the number containing the ip address.
Hope this help.
BTW I have made some changes to my answer regarding you question about proxy limitation, pls look through it. Thanks.
