I know it is only "a baby born every x seconds, and a person dies every x seconds" but I want to make one anyway.

It's just "a baby is born every x seconds" and "a person dies every x seconds" and a bit of basic math every second to figure out what the new number is. If you have those rates, you should be fine.

Note, of course, that the rates change over time. If the birth rate is higher now than it was, say, 25 years ago, then 25 years from now, when these kids are having children, there will be more parents than now and so children born at a faster rate than now. This means that you won't be able to run your clock indefinately without tweaking the numbers to match reality occasionally, unless you're willing to go much deeper into the statistics.

All someone has done is worked out that a baby is born every so many seconds, and created a clock that increments every second.

You can do that in excel
or click the properties of that site and nick it

Go to view, view source.

scroll to bottom, copy paste, voila
