Don't know for sure but i know that New York was originally called New Amsterdam. It was settled by the Dutch. England won it lost it to the Dutch and won it back again. I think because it was not orginally english that is not part of New England. It also is too far south and has different culture.

Because it is generally considered part of the Mid-Atlantic region along with Pennsylvania, New Jersey, Maryland and Delaware.

Because New York was originally Dutch. It was called New Netherland, and New York was New Amsterdam.
