Is there a program that can convert IP into phone number or something else more useful than those numbers?

IP addresses and phone numbers don't really have any relation. There's no guarantee the person using the connection even has a phone. If the user is on dialup there's probably a mapping somewhere in a database at the ISP for billing purposes, but even then the address will usually change each time they connect.

So, no. No software will do this for you.
