It depends on many factors, the most likely is insufficient memory on your computer. I would recommend at least 1 gigabyte of ram for any interactive web applications.
It could also be your Internet connection, you should not use a web cam on a dial-up connection.

It is not 99% windows that is garbage, It could be several things, how fast the dorcessor is in your computer your RAM like someone else said, which is your memory so you might need more of that, depends which Operating System you are using, if it is older it might be more unstable such as windows 95, 98, 98 se, or ME. Check this out. Also defragment your computer, do a disk cleanup if available option, and scandisk, if you have that available too. And uninstall all programs you don't need/use.
