If you can't get into Paypal, then you can't use a credit card. Another option is going to ebay's partner site, half.com and searching there and you just register your credit card there and don't have to use paypal.
Have you considered using a money order with ebay?

You should not pay on a credit card over the internet there are a lot of hackers on sites like ebay. They wait for someone to enter there credit card number so that they can take it and use it on the internet.

Some vendors accept credit cards directly. Otherwise, you have to have a paypal account, or use a money order.
