as europe unites and maybe russia joins am i right in thinking that we will dictate how it works

How what works, the world? I doubt it although they may have united to become the EU there is no sense of common history or common cause. I don't see too much cooperation in the EU.

The idea of a United Europe is a pipe dream of Europeans. It'll never happen, for the reasons the first poster gave. They have nothing but a history going back several hundred years of constant warfare between their peoples.

Europe has never united against any common enemy. And they're not about to start now.

Think of it as follows:
The US is a kid and the EU is a newborn!
The newborn can be easily protected or hurt by the kid!
Both of them are children of unknown parents who are using their children, to remain strong and unknown!
