First off, you should just ask the simple question "why do people wear..." not with that "certain" stuff. I am the "Certain" people you are talking about and not all of us do that. Have you ever took a look around and saw that some, other than my people wear their pants hanging below their waists? OK then, why do "certain" people where their hair in spikes?... do they think that looks cool?That is so stereotype. Anyway, PEOPLE do it because that is their style... it's the way they want to look. If you want to know the answer to a question, ask with respect. Don't EVER write no junk like this on a web page that people like me can see it. If you would've said it on the streets, you would've been over. (word of advice)

You could have phrased your question differently-
For example: "Why do people...."
But you didn't.
Which leads me to suspect that you just might have, MIGHT, I said,

Because that's what their favorite celebrities (rap stars) wear.

I'm not a fan of the gangster style, either (I'll bet you were expecting me to say "Hey, I like that style. I think it's hot."). I know that "certain" people is referring to the assumption that we all dress like that. Your "certain" should be changed to some including the many White, Hispanic, Asian, etc. . . young people who dress that way. If you've never seen it before, you're probably going by something you saw on television rather than in person.

That way they dont lose their comb. and with thier pants around their ankles it just makes it easier for the cops to catch them. when in jail the comb in the hair lets bubba comb his hair while getting him from behind without making him drop his pants.
