What would you consider semi-casual for a young man going to a graduation party?

I'm a guy into fashion. What that basically means to me is no suit and no tie. You should wear a dressy shirt though (polo style shirt or button front) and you can either wear jeans (not ripped and not baggy) or khakis. It also means that it is not necessary to tuck in the shirt either. In terms of a shoe you can wear anything.

jeans and a dress shirt...hair combed nicely and some clean shoes (they can be tennis shoes, just nothing muddy and worn)

It means you have to at least wear underwear.
