Indoors with a beanbag. I see college javelin and discus throwers use beanbags all the time. They throw them again the wall in the Gym.

A lot of times the MLB parks have somewhere where you can pitch and test your speed and all that but it is usually expensive and you only get like three pitches or so.That wouldn't really help you practice much but you could try.

My girls practice pitching anywhere they can find a chainlink fence. They put something on the fence to aim at and start throwing. Or they practice with each other anywhere they can find room to throw. I don't know of any actual pitching parks.

The best thing is to find a wall and tape a strike zone on it. Then as you pitch, your ball will come back to you.
