It could be many reasons, most it's common cause could be spyware or a virus in the Windows Directory. I suggest running the computer in SAFE MODE with network access so you can get on the internet. To get to Safe Mode, just press F8 when you reboot your system, before the welcoming screen pops up.

In SAFE Mode you can root out the problem easier, by using anti-virus software such as Norton Anti-virus which can be bought at many electronic retail stores or AVG Personal Edition which can be downloaded at http://www.grisoft.com free of charge. Also using a Spyware removal program such as Spybot or Ad-aware which can be found at CNET:

Try these methods and see if any of this works, if it doesn't then resorting to re-installing the Windows operating system or reformatting your hard drive. Good luck!

If you are running Windows XP try this:

Start > Run > type in "command" & then hit okay, in the command prompt type in "sfc /scannow" and then hit enter. This will scan all the files related to your windows operating system and if it finds an error it attempt to repair. It may also ask you for your Windows XP CD so make sure you have that before you start.

You may have some spyware in your system. Download some good free spyware scanners like Adaware, Spybot S & D and Ewido Security Suite (Ewido is for win2k or newer operating systems).

Google for them. Download, install and run the product updates.
Scan in safe mode (tap the F8 key before the welcome screen appears). If spyware is your problem, then that should help you out.

Good luck.

Clean Temp. Files, cookies, run disk clean up and defragment for starters. That is usually what does it for me.

You can also go here and dowload CCleaner. It will do everything but defragment.
