for a country like italy or japan, it could be a good thing since those countries are losing population and it will hurt their economic growth in the long run.
for countries like india, china or various countries in africa, it's not so good since they cannot feed the people they already have.

What a ridiculous question.
We make the country and not the other way round.
Population is population, if it decreases because of let's say war or because of decease, well you have no country. If population increases, well you have a government that should know how to rule its country and make the best of it, with education, a wealthy economy, an army ... nothing wrong with an increasing population as long as you have a government that rules it properly...

Well, if the country is like singapore that has really2 slow population growth, its really2 great to have an increase in population. But for China that got Population Bomb, its a disaster.
So its just the matter of the current status of the population.
