If you have an ATM card, use that instead. If you don't, than you will have to use your credit card to get cash advances. Keep in mind that the credit card company considers this as a loan so finance charges start accruing from that date. The hotel may charge a fee to do this for you. Some do, some don't.
I use ATMs when I am in there and have never had any problems. I also take cash with me that I leave in the hotel safe along with my passport. I have never had any theft problems.

The Philippines is not a backward nation. Each province has a major city (or more) that can satisfy any major/minor financial transaction with a lot of ATM's around. It is a major tourist destination so the country is well prepared for card carrying spenders.

if there's a Cirrus logo on your card, go to any atm with the same logo and withdraw from there.
But if you're using a supplementary card or on that doesn't hold that logo, approach you hotel's front office to do that for you. They will charge your card the amount you want and give you the cash. There shouldn't be any extra charges for that as it's considered a cash transaction.

on atm's that have the same logo with your credit card like cirrus, etc. you can do it anywhere in the philippines.
just some advice- why not use your credit card to buy stuff, don't withdraw money from it, they charge higher interest. most establishment in the philippines accept any credit cards.

Anywhere in the Philippines, you can take out money. Just go to the bank and find the ATM. Make sure that the ATMs are not off-line, otherwise you cant witdraw money.

Any bank you like as long as it a recognised card. The best card to have in philippines is for the British Bank HSBC and their main branch is in Makati, you cant miss the building as it one of the tallest in Makati and it has huge lettering of HSBC on top of building

ATM machine at a machine that has the same logo as your card. Better to bring your ATM card also
