I have lived in Paris and London, and spent some time in Athens and Barcelona. Visited many other European cities.
For beauty Paris is nice in Spring and summer, with tree lined Avenues, fountains (not working at moment due to water restrictions) The Sacre Couer and the Tour Eiffel are a delight for most visitors.
However Paris is quite expensive and not so beautiful on a cold dreary winters day.
London has some nice parts, walk along the river Thames on the South Bank, visit Richmond Hill, or take in the view from Greenwich Hill.
For US visitors of course London is speaking English.
Paris 1
London 2
Athens 3
Barcelona 4
I am of to Istanbul, Turkey in 2 weeks so a new city to check out.

Prague.
It is seriously the most picturesque place I've ever been and there is so much to do, without being bogged down with too much commercialized tourism.
