The answer lies in your lease agreement with the owner. Many times damage to the property is spelled out in the contract to protect the owner from damages resulting in negligence by careless tenants. I'm not trying to pass judgement here, but look at the agreement. Even if it is in the agreement, if I were in your shoes, I'd refuse to pay until the owner pushes it to court. Many landlords do not want the hassle of following through with such a case.

what caused the fire? what do you mean caused by the heat from the recycling cans? Were they your cans? Unless the cans and for what ever reason there was enough heat to start the fire belonged to him and it was him only who used it. Then it would not be on you. The owner can go after you if this belongs to you. Unless the owner was at fault because of the lack of repairs and you can prove it. You could be in big trouble and it could cost you a lot of money. They have Renters Insurance for a little cost per month. Good Luck

The owner is responsible. Rental properties are generally insured by the owner (you still need your own insurance for contents though). So damage to the structure is your landlord's responsibility but any of your personal stuff is your responsibility.

Do you or the owner own the recycling cans? It may make a difference. If they belong to you, you may be responsible for leaving them where they can start a fire.
