I knew a Jo Phelan at school (UK) but that was more years ago than I care to remember, sorry

I know someone called J.D. Phelan... but I'm sure that doesn't help.

the best way to start looking for your family roots is to start with your parents and go back to your grand parents looking through census records birth and marriage records.
you could start by looking at ancestry.com or familytree.com they help my mom when she was looking at our family history
