You can't get a new laptop for much less than $400, you can get a refurbished/used one for less than that but as someone so eliquently put it, they are kind of crappy. That being said, good and cheap never go hand in hand. Here's a new one that is $399.99 after rebates, http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=2180342&CatId=17 and it meets your price requirement but it is most certainly not one I would buy because it is so limited as to what it can do.

You can find one on eBay. I purchased a Toshiba Satellite with a 2.4g processor, 30g harddrive, CD/DVD player and wireless capability for $300 + $20 shipping about 3 weeks ago. It's working great!

Dell usually had good deals. I got mine on their website for $400.

Come on, there's no notebook at that price.
The cheapest is the Inspiron B130 by Dell at $449.00, remember the shipping and handling charge. That's the base system, you won't be able to upgrade most of the items.

there is no good labtop for less than 400$ . I am a computer Engineer, even if i want to build a good labtop, it will cost me no less than 800$

I would say buy something good or buy nothing at all....

ebay is good but you need to talk it over with somebody thats 'in the know' about computer stuffs
watch the sale papers!
best time to get one is the before Christmas Sale at Sam's club
