While we're at it I'd like a pony. One government has always been the goal... but on who's terms? Even Hitler wanted peace, on his terms. California and New York are not at risk of going to war because they are under one system, united by language, culture, currency, and institutions. If two national governments have enough in common (currency, institutions, military, etc) they function together like states in the US. It is a matter of reconciling these differences. For instance, no two countries with a McDonalds have ever gone to war with one another. What are the real boundaries and boarders? Ideology has been a real boarder, pertaining to economic system or even the role of religion. So we have wars to eliminate these differences. We invade and plant a McDonalds. In a sense, McDonalds represents the One World Government, or at least its boarders. Edit: I'll have to google that. It was an observation made by Milton Friedman that was true some years back.

Depends on how you judge it. Most people would agree that the effectiveness of a government can be measured by how it treats its people. Here's a few rankings:

Parade Magazine: worst governments by dictator: Libya, North Korea, Myanmar

Save the Children Foundation: worst countries to be a mother or child: Niger, Burkina Faso, Mali

Newsweek: worst countries in the world (2001): North Korea, Afghanistan, Sierra Leonne

According to one Newsweek writer, a leading human rights researcher named the Republic of Congo as the world's worst place to live.

well stictly speaking of governments, I would say the US since they can't seem to let people alone, constantly wage wars in parts of the world where they don't need to, have a disasterous war on drugs in the united states, and parts of the rest of the world that has caused the US with its 5% of world population to have 25% of the world prison population. I mean, politicians everywhere are corrupt but none are as powerful and have such an impact on the rest of the world like american ones, and don't get me started on the cia. But I'm convinced that americans are the most genuine and wonderful people in the world, we really want whats best, but our government is out of hand, and unfortunately the world has to suffer for it.
Of course there are plenty of countries who do worse and would do much worse with the power we have, lets see, Iran, North Korea, China (we'll soon see what they have in store for the rest of the world) Nigeria, France... and a few others
