Because San Fran is on a major fault line. That basically means that the ground below the streets isn't set properly so it fragments easily to make the Earth subside, and the Earthquakes to occur. I don't know why its like it in the 1st place though?

We're on a fault line: the San Andreas Fault runs right through the city. There's also the Hayward Fault in Oakland. Which is right across the bay.

Our last biggish one (6.9) was back in 1989. That's when part of the Bay Bridge collapsed, part of the highway collapsed, some brick fronts fell off, some facades fell, some places had fires. We have small ones all the time but usually you can't feel them or assume a truck just passed by or someone was jumping around. We had a 3.9/4.0 a few months ago early in the morning and basically what you worry about if you feel these small ones is "is this just a pre-warning and a much bigger one is on the way?" I usually wait a minute or so and when nothing more happens I flip over and go back to sleep.

Because it is on the ege of where the North American plate collides with the Pacific plate, which causes earthquakes and fault lines as the two tectonic plates fight for the top position.
