2. you can access the atm from the back seat of a car driven by someone else.
The blind and visually impaired should be afforded the same banking conveniences as others.

Are you trying to say that if your blind not only can't you drive a car, but you can't have a bank account either?
What should we do with blind people?
segregate them from society so we don't have to deal with their brail crap everywhere?
I for one would sue their butt if one ever walked in front of my car. I mean stupid blind person shouldn't be crossing the street anyways.
What business do they have being out in public.
They can't see , They might cause an accident. And they are the reason I got to listen to that dam chirping noises at red lights. Lets just kill them all. Then deaf people, then people in wheel chairs, then everyone who needs special treatment to get along in life. SURVIVAL OF THE FITTEST!

It's for when the blind person is riding in the car behind the driver. This way, the blind person doesn't have to be driving and still be on the driver side where they can reach the ATM.

I have often wondered that myself. The only explaination I can come up with is that people who do not drive can walk up to the drive thru ATM. But seriously, I think it's policital correctness gone amuck.

A blind person might be a passenger in a car
and get out to use the ATM.
They could also walk up to it.

I can see well enough to drive ,...I just have trouble with those little numbers. Braille make it so much easier for me to get money to buy gas for my Hummer. My Keyboaed is in Braille also. Once I find it it is all systems go.I don't type driving much.I do talk on my cell. Do they make a hands free cell?

because the company that makes the key pads use the same ones they use in a indoor atm there not going to waste the money to change it they just use one for all atm's
