Are there age restrictions? Certain designated areas? I hear that women are, even in the streets of Downtown Windsor, but not really sure.

It is legal for a woman to be topless in public in Canada, IF it is a place where a man could be topless as well. It was ruled sexual discrimination in Canadian courts for a woman to be required to wear more clothes than a man.

So, beaches, parks, etc. would be okay. Your local grocery store, no.
