You need not contact anyone until you decide what kind of business you intend to operate.
Not only do you have to comply with federal and state laws, you must also comply with local ordinances related to operating a business.
Most communities prohibit operating a business from your home. And they all use different definitions for what constitutes running a "home business."
If you intend to operate using any name other than your own "legal name," you must file a "dba" (doing business as) certificate with the county clerk. And, if someone else is using that name, you cannot.

No one is going to start your business for you
You need to decide what business you want to start
You need to write a business plan
If you need to get a loan you will need to apply for a business loan using your business plan
