It is because of the strictness, that is why women and the young are safe to stroll in the street, even late in the night.
If you have been to Singapore, you will be amazed by the efficiency and the cleaness of this nation.
By the way, if you are old enougy to remember the American boy who was cane because of vandalism in Singapore back in 1995, you will know that he is no saint. In the country where the law is lax, that boy Micheal Fay created so much problem when he went back to US.
Canning is never violence. The old saying, spare the rod, hate the child.
"Do not withhold correction from a child, for if you beat him with a rod, he will not die. You shall beat him with a rod, and deliver his soul from hell" (Prov. 23:13,14).
Let's us look at the US society, and how holy is the government, but with a whole branch of demonic, uncontrolled youth. How is the moral? How many still maintain virgin before marriage?
Look at the last Katrina, how are the people behaving? The government have to bring in army, police to stop all the evilness of the people.
Come back to the most recent incident, say in Thailand and Indoensia, the so call none-Christian nation. De we heard any news of government bringing army police to maintain order? Almost none.
How about the most rest earthquake in Java? Nope. So far only army only there to advice people to leave the danger zone.

if you look into the history of other countries, you'll find that caning was probably one of their form's of punishment at one time or another. countries who have done away with it will find it barbaric or violent but if you look at the rate that these caned criminals break the law again compared to one that just gets a long stay in jail/correctional facility you'll see the difference.
In Asia, unlike more western countries, it's common that parents use a similar, but less harsh, way of disciplining their kids. The cane, compared to the judicial one, is much tinier but it still stings when your mom swoops down on you. It's a form of discipline that has been in-bred in us that when we get caned for something we do, we know that we don't do it again. So for bigger, more violent and dangerous crimes, they get a bigger cane.

well, i dont think its right to beat someone with a stick..... but have you ever gotten in a fight? most of us have. theres only so much a lot of us can take before we feel justified in hitting someone, even if we regret it later.
and a lot of ppl might think twice about doing something if they knew they were going to be beaten within an inch of their life, or have their hands cut off or something.
we have to realize that different cultures have evolved differently. some of them may not be the same as we are, whether we find it right or wrong. i mean, it wasnt that long ago that many of our ancestors burned ppl as witches, or were slave owners. it makes it hard to pass judgment on someone else's culture, especially when you only look at it from one point of view. i mean, i might not feel bad if that same punishment was carried out in our country on, say, a child molestor.
and again, i'm not saying its right or wrong, i'm just saying theres always another side of the story.
