there are over 900 billion people on-line every day. so there is no way to chat to them all what you can do is find a server that host a chat room about a topic you want to chat about. then in there you can chat to people http://messenger.yahoo.com is a good way to start

if you install a messenger like yahoo messenger or one of the many others whoever youre wanting to talk to online (provided they have the same messenger) will see you online and you will see them...there are also numerous chat rooms available thru yahoo messenger however I recommend keeping your guard up to predators and people that may wish to steal information as anything else on the inet

Well you can add the person in Yahoo Messenger or Msn messenger
and you can communicate with them When they are online.
