The fifa world cup is divided in two phase:
a) PHASE 1: The preliminary competition: where all the countries played qualifying matches to gain a position in the final competition.
b) PHASE 2: The final competition: whose trophy is 2006 FIFA world cup, and it's called: The Final competition for the 2006 FIFA World Cup.
That is why that any match in FIFA world cup is called Final, because it's shorter to say Final instead of The Final competition for the 2006 FIFA World Cup.

Countries play qualifiers to determine which teams actually go to the Finals. the 32 best teams qualify for the World Cup.

Finals - plural, not final...that will happen in another few weeks.

It's becaused every national team there has already undergone a long series of regional games before they were selected to play in the German finals.
