Sounds like two separate problems. First, go to www.ikitchen.com and buy an "indoor dryer vent" for about $20 to take care of the lint. (It doesn't need to have an outside vent hole.) Then get a dehumidifier. This will also help prevent mold which can be harmful to your family.

A damp basement needs a dehumidifier but the linty comment would have me concerned. You could have mold build-up in your basement and the stuff floating in the air could be a sign of a larger problem. An air purifier would help but you should inspect your basement for mold and get it cleaned up ASAP as it presents a very serious health risk.

Easier to put in a vent for the dryer. Dehumidifiers are not built to handle that much moisture, and a purifier will not get rid of the lint, just the small airborne dust particle. Vent the dryer to the outside!

Cut a hole in the wall and install a vent line from the dryer to the outside. Put a fan in the basement and a dehumidifier to eliminate dampness before you get a mold buildup; which can kill you.

A dehumidifer is the only way to go . Get one that will do at least 40 pints per day. It's amazing how much difference this will make. Good Luck.

You can get products that do both by the same machine, they are best for a basement. Along with a good venting system your problem should be solved.
