Is it because 2 tires can't take the weight? But if so, why do they only have 2 in front?

because the rear double-axle is the Driving-axle, therefore it needs more gripping power to the road, and also because more weight is at the back, because the engine is in the back of the bus.
and as others have mentioned, that it would be much more difficult as well as much more costly, to design a steering system with more then just two wheels.

The bus only needs 2 in the front but 4 in the back to spread the weight.

2 in front makes it easier to steer and more in back support the weight.

Engine transmission andd passengers are loacoted toward the back.
