The idea that the speed of light is changing over time or is different in other places in the universe is not new, but it has never been a mainstream idea either. Certainly all the definitive experiments show it to be constant, but a new experiment could come along tomorrow to change that. Also, a variable speed of light is popular with some creationists since it allows a young universe to be more easily explained.

Joao Magueijo and several others have developed theories that deal almost exactly with this topic. Their theories are known as "varying speed of light" theories. In one instance Joao addresses the possibility that the fine structure constant has changed over time. As a matter of convention Joao believes that for the fine structure constant to change light would have to be slowing down. He and others have worked to develop theories that will not only allow a universe with a changing speed of light to exist but also not confict with Einstein's theory of relativity.
