that is dependent on the type of day. Conditions like cloud cover, precipitation, and wind can play a great role in changing the temperature over the day. But in a perfect sunny day, the warmest day will be around 3pm. This is because the sun has been warming the ground for the longest time period 10-3. Generally 3pm is the time when the sun starts to set and the ground is no longer being warmed by the sun. The sun is still creating heat, but the heat is radiating from the ground at a higher rate.

The sun is at it's hottest and we are more likely to burn between 11am and 3pm ... so at an average i would say around 1pm. If you're thinking about what time to keep the kids in you will probably find this pretty hard so if they go out I suggest a high factor (40 or 50) sunblock, light cotton clothing and sun hats for the wee little things :-)

It depends on where you are. For instance, here in Florida, the hottest part of the day is around 5 pm, given a sunny day. In more northern latitudes, the hotter part of the day would be earlier, due to the difference in sun angle.
