The Summerfest area is safe, and downtown in general is ok as well. You may run into some panhandlers though. But once you hit the Grand Avenue, it starts getting progressively worse (not deathly, just more panhandlers/scary looking). But if you're just a little further than that, you should still be ok. That's heading in a westerly direction.
There are tons of buses running for SF, and you can ALWAYS get a cab at the Pfister Hotel, which is right on Wisconsin Avenue (still in the safe zone), if there aren't any around the SF grounds.

you can walk it's not bad - just the normal street smarts.
there are buses that drop ppl off all over the downtown area, so your hotel may be on one of the stops (or nearby), and during summerfest the streets are always busy with people, ecspecially @ the closing time. Cabs are around as well but I think that you will have more success with one of the buses the hotel staff should be able to point you in the right direction.

Hot, crowded, expensive, and opportunists DO wait for inebriated concert-goers to leave at closing time. The MPD does try to do their best to patrol the grounds and surrounding areas, but the roads nearby and to downtown are in a fairly industrial area, with many closed spaces, alleyways, and not much lighting nor visibiity. It would be a bit of a walk under the best of conditions to downtown from the grounds-you may want to plot it out ahead in daylight. Cabs will be available, as well as shuttles from some hotels, and these may be a safer choice.

The walk is safe. You would want to use the main gate or north gate. Avoid South gate, it's quite a haul back to the downtown area from there. A few years back we walked from Summerfest to Water St.

relies upon on how old you're, plan on bringing young ones, etc. in case you're youthful and prefer music and a good number of ingesting, then that is relaxing. in the different case, the crowds are stressful, and that i will surely no longer convey young ones! there are not any further that many hotels precise in downtown milwaukee, yet factors close by have a good number of hotels, like brookfield, for instance, and provide bus commute provider to the grounds. the in undemanding words element undesirable about the bus, is that all of them park on an same the front on the proper of the evening, and looking out it should be complicated, particularly in case you're inebriated!!! i do favor that to parking my own motor vehicle there, even if. takes perpetually to get out and residential!!

the area is very safe. i live around milwaukee, and as long as you stay in the downtown area, you will be safe. milwaukee is not like chicago, so you have to call a cab from a cab service, but they are accesible. have fun!
