I'm not sure if it can affect personalities but it definitely affects people's moods.
For example in the winter alot of people suffer with a type of depression called SAD (Seasonal Affective Disorder) which is relative to the amount of sunshine they get. As sunshine affects our 'happy' hormones the majority of people seem happier when the weather is good.

Weather effect peoples emaotions, it's a proven fact. Sunshine makes you happy and rain and clouds depress you.

Absolutely. Check emergency room stats during full moons and temperatures at 100% for more, the birth rates increase during hurricanes when the barometric measure goes up.

Never could figure that out, frankly. But I know that as a nurse, when the full moon came out, we doubled our patient load in the ER and lots of babies were born. Weird, huh?
