Some people have a short attention span - ADD, ADHD. Actually, I would take it as disrespectful if it were my husband. What is your relationship to the person? Did you ever ask them why they do that or tell them how it makes you feel? If you did and they continue to do it then there may be disrespect or uninterest there. Is it all the time or just on certain subject matters? Some subjects make people uncomfortable. What is the setting or doesn't that matter? If in a public place they may be making sure nobody is listening.
I know I am asking more questions than giving answers, but there are many angles and if you see them all you will chose the most appropriate answer or the one you are most comfortable with.

oh yes that makes me very upset because kids do that all the time and it is because they don't want to hear you. I think it shows disrespect from anyone who just turns when someone is speaking with them. I mean if they don't want to hear what you are saying at least say wait a minute before turning or something.

That all depends. Yes normally i would but on the other hand maybe they are just busy and are trying to get things done while you are talking to them.
