This type of open-ended question is tough to answer. It would help to have a lot more info about your hard drive, computer, other USB devices being used, etc., etc.
Are you sure it's a driver problem?
Before you try ANYTHING, make sure your windows software is up to date. There should be a link at the top of your Start/programs list. If not, go to http://update.microsoft.com Select custom, and select all from each of the categories on the left side. Then Click install.
Check your manuals to see if you have compatible versions of USB. USB 1.1 devices are supposed to work in USB 2.0 slots, but opposite doesn't work.

Do these steps each time you try something different.
a. Shut down windows properly.
b. Turn your computer off.
b. Unplug the device.
c. Turn it back on.
d. Start windows, and wait for it to complete loading. This reinitializes all the devices installed, and unloads the ones not seen.
e. Follow steps a through d, and do plug instead unplug. I know this is a lot of waiting, but it's the best way to troubleshoot.

Run MSInfo32.exe from the run box on the start menu. If you can figure it out, it will tell you where the problem is. Run it after doing steps a through e, with the drive attached. Save the results to a text file.

upgrade your OS, your USB hard drive is a newer model, plus, microsoft will soon be killing support for users with win98 OS

right click on my computer then click properties
from the properties click on device manager, you will see the list of installed and not installed drivers find the driver which is not installed. right click on it then click on update driver, click to update from Internet, then click next. that is all

Don't think win98 is supported, you need windows98se or later
