You purchased debenture seat, so they should be yours for life, or at least a fixed term period, for all matches, so you should have got the tickets be now.
That said, never buy tickets of Touts! That is your first problem. Buy them from Wimbledon or the LTA, or you are onto the Black Market.
Most organisation hold tickets until nearly the start date to reduce black market activity, but you should have yours by now, that said, a grey market purchase doesn't cover you legally, and it is your own fault.

Two possibilities: either you don't really have them (check your bank or account from which they were purchased to see if the money has been taken out) , or the people in charge of the event are waiting to mail the tickets out so that people don't resell them. Oh, a third possibility, unfortunately, is that you got scammed. Contact the Brit Better Business Bureau , if there is such a thing.

You should have contacted the company as soon as you knew they had not arrived. If you purchased in September, did they debit your account straight away? They should not have done so until the tickets had been purchased on your behalf and dispatched to you.
Call them immediately to find out the status of your order. Have the receipt for your booking to hand and quote the reference number.

If you purchased them from EBay, don't ever do it again. When my uncle payed for a $3000.00 drum set, they waited for the money, and never sent the drum set.
