Unless you want smog 1000% worse than the one in Los Angeles, California. I would say catalytic converter is a smart choice to have on your car. it filters out alot of harmful pollutants
in the emissions that cause the ozone layer to deplete the atmosphere. Which would you rather breathe?? Clean emissions? or choking emissions?

Your car will probably not pass the emissions test with the converter.

Many places check to make sure the converter is still installed and that it has no holes, etc.

cant tell you to legally do this ,but.if it is a straight thru design you can remove converter ,take a hard rod of some kind and knock the inside out ,then reinstall it..depending on vehicle though can affect mileage one way or other.i have done it to ever thing from a 93 formula firebird to a newer dodge ram 4x4.they both had more power and got better mileage and pasted emissions with flying colors.
